It looks to be a card holder made by Goyard, the oldest Leather maker still funcioning in the World, they’re based in Paris.

I realized about a minute after I replied that that thing was leather too, spent the last couple of minutes searching for it and as far as I can tell it’s some sort of wrist band, but I couldn’t find the brand anywhere.
